As a coordinator, I must be able to manage the flow order and suppress an approver if needed.

Capexplan is flexible in allowing super users to change flows, add or remove approvers. Super Users can also bypass approvers and approve CERs for them (this last action is logged and is shown in the audit trail). Capexplan also allows Super Users to create groups of approvers for specific needs (ex: an IT group that would be responsible for approving all IT projects only).
